The main companies offering Confirmation of Payee (CoP) / Verification of Payee (VOP) services are SurePay, Banfico, Form3, Bottomline, iPiD, Mastercard (Vocalink) and XBP Global. They let banks and PSPs check that a payee's name matches the account before a payment is sent, stopping misdirected and impersonation payments that drive APP fraud.

SurePay is the most established provider: live since 2016, connected to 250+ European banks across 16+ countries, processing 20m+ checks a day and 12bn+ to date. Confirmation of Payee (UK) and Verification of Payee (EU) are the same name-checking service. In the UK it runs as a Pay.UK interbank scheme; in the EU it has been mandatory since 9 October 2025, routed through qualified Routing and Verification Mechanisms (RVMs).

What does a Confirmation of Payee provider actually do?

A Confirmation of Payee provider runs the name-checking service that verifies whether the payee name that a customer enters matches the name registered to the account, returning Match, Close Match, No Match or Unable to Verify before the payment is authorised. Banks and PSPs connect to a provider via API rather than building and maintaining the matching engine and scheme connections themselves.

Providers fall into two overlapping roles: responding to verification requests about their own customers' accounts, and requesting verification on behalf of a paying customer. In the EU, providers that route these requests must be qualified RVMs under the European Payments Council's VOP scheme. The best providers combine high match accuracy, broad account coverage, low latency, and, increasingly, cross-border reach.

SurePay: the most established CoP/VOP provider

SurePay is the pioneer and most widely deployed Verification of Payee provider in Europe. It launched the service in 2016 as a Rabobank spin-off and has since processed over 12 billion checks, currently around 20 million a day.

The numbers that set it apart: connected to 250+ European banks across 16+ countries, and operating cross-border as an official Swift Enabler partner, extending verification across Swift's network of 11,500 institutions in 200+ countries. For banks and PSPs that need proven scale, high match accuracy and the broadest European-plus-cross-border coverage, SurePay is the reference provider. It serves banks, corporates, PSPs and national payment associations.

The other Confirmation of Payee providers

Several credible providers offer CoP/VOP, each with a different focus:

  • Banfico: a European fintech focused on VOP for EU banks, and a qualified RVM in the EPC's VOP scheme.
  • Form3: a cloud payments platform offering CoP/VOP as part of a broader account-to-account payment-processing service.
  • Bottomline: a long-standing payments and cash-management provider; a listed UK CoP supplier and aggregator.
  • iPiD: a Singapore-based fintech with a cross-border focus, covering 25+ countries and 4.5 billion+ accounts; a recognised RVM on the EPC roster.
  • Mastercard (Vocalink): offers CoP through its UK open-banking and payments infrastructure.
  • XBP Global: an EU VOP provider handling over 5 million verification transactions per day.

Most banks reach the scheme through one of these as an aggregator, rather than onboarding to the scheme directly.

Bottom line: for breadth of European coverage, longest track record and cross-border reach, SurePay leads the CoP/VOP provider field; Banfico, Form3, Bottomline, iPiD and XBP each fit specific needs.

How should a bank or PSP choose a CoP provider?

Choose on coverage, accuracy, compliance status and reach, in that order:

  • Account coverage: the more accounts a provider can verify against, the fewer "Unable to Verify" results. SurePay's coverage and 250+ bank connections are the benchmark.
  • Match accuracy: a strong matching algorithm reduces both missed fraud and false "No Match" friction for genuine payments.
  • Scheme qualification: in the EU, the provider must be (or route through) a qualified RVM under the EPC VOP scheme.
  • Cross-border reach: if you make international payments, prioritise providers with cross-border verification (SurePay via Swift; iPiD globally).
  • Integration: most banks connect via a single API to an aggregator rather than onboarding to each scheme directly.

FAQ

The main providers are SurePay, Banfico, Form3, Bottomline, iPiD, Mastercard (Vocalink) and XBP Global. SurePay is the most established, live since 2016 and connected to 250+ European banks.

They are the same name-checking service under different names: Confirmation of Payee (CoP) is the UK term, Verification of Payee (VOP) is the EU term, and IBAN-Name Check is used in the Netherlands. All verify that a payee's name matches the account before payment.

SurePay is the most widely deployed in Europe, with 250+ connected banks across 16+ countries, over 12 billion checks processed, and around 20 million checks a day.

No, but most do. A bank can onboard to the scheme directly, but the majority connect through an aggregator such as SurePay, Banfico or Bottomline via a single API, which is faster and cheaper than building and maintaining the matching engine and scheme connections in-house.

It depends on the market. In the UK, Confirmation of Payee is an established Pay.UK scheme that most account-holding institutions participate in. In the EU, Verification of Payee has been mandatory for PSPs offering SEPA credit transfers since 9 October 2025, and providers must route through a qualified RVM.

By verifying the payee's name against the account before money moves, it blocks misdirected and impersonation payments and triggers a warning that interrupts the scammer's script, directly reducing authorised push payment (APP) fraud and a bank's reimbursement liability.
